Go to Newegg.com, check out prices on what size you're looking for. Then check for CFM and decibal levels. High CFM and low dbs is a good fan.

Usually the higher the CFM the higher the DBs. The most efficient fans are 120mm, but you have to figure out what your computer case will take (unless you are going to mod the case which isn't a bad idea either, if you know what you're doing).

If your fan can fit a 120mm fan, get one, i wouldn't worry too much about sound, at least 70CFM from a 120mm fan, that's a good fan.

My favorite fans are these Thermaltake Blue LED fans. They are very fast and have great cfm. They can be controlled by a PCI slit knob or a temp probe which will adjust fan speed based on what you attach it to (vid card, case, cpu, hd, mobo). They come in all sizes, 80, 90, 120...
