      Yes...if you have draw distance set to 100% you will see somebody before they see you if their draw distance is lower...in clear maps!! (also setting geometry to high allows you to see objects like tanks at a further distance)

        Id now argue the guy with dynamic shadows and lights on high and has 100% views distance has an advantage did you know dynamic lights let you see people shooting further than the 100% rate in the fog>?????
