Is this power supply any good? Does the fan on top of the power supply require ventilation on top of the case or do you flip the PSU so the fan points into the computer? Sorry for my naivete.

Seems like a very solid supply from the reviews. Haven't read much on them. For the price it should be a very nice PSU. The fan you see is actually on the bottom of the PSU inside the case. It circulates air from the inside of the case, out (thus cooling the PSU).

The fan faces down. Newegg and everyone takes pics of the PSUs upside down with the fan up because you can see all the fans and sometimes the fan grills stick out too much to lay it flat down. Rosewill is an alright company. It's not great but the newegg reviews are usually positive. The ampage is good but there's a possibility it might crash or something, because of the low price. One way u can check for the quality of PSU is how heavy it is. The heavier the PSU, the better it is. Cheaper PSUs use cheaper (lighter) parts and don't last as long cuz of that.
