Ok, i reccomend building your own comp, then you save tons of money (seriously, i saved like 300 bucks on my comp) Here:
CPU: 2.8ghz or higher from Intel, I reccomend Athlon 64, FX series is too much money (like 700 bucks at least) At least like 2800+ (i reccomend the Athlon, it's tons faster because of FSB speeds)
OS: of course Windows XP, home or Professional don't really matter, get one with SP2, get X64 edition if you want, but not needed, plus i've heard of some issues with it.
Hard Drive: At least 80GB, doesn't really matter that much, just try to get a 7200RPM hard drive as you can access data faster.
          Memory: At least 1 gb
Sound Card: Not needed unless you have high quality speakers and really want good sound quality.
CD/DVD drive: only one is needed, but two is better, DVD drive if you want to play the DVD version
Video Card: Don't need 256mb of mem, at least 6600GT to run high (better recommended) something like a 6800GT will do the trick, from ATi, at least X700Pro and i reccomend X800 Pro at least.

GFx cards matter a LOT, CPU will not matter much, it might bog down your PC if you have a 2 ghz or lower CPU but other than that not much, mem is kinda important, or else you can't run the game, you have to get a Optical Drive as well. Here's some links to ones i customized from name brands:

          ABS M5: http://www.abspc.com/app/config.asp?mono=1711

          ABS M6: http://www.abspc.com/app/config.asp?mono=1883&view=2

          Dell 9100: http://configure.us.dell.com/dellsto...c=d91sap&s=dhs

          Dell XPS: http://configure.us.dell.com/dellsto...DXPS5SAP&s=dhs

Ok, you can mess around with them as you like around the warranty and Xp edtion and stuff like that, for vid cards i reccomend you get the 6800GT for the ABS configs and for Dell, get the X850XTPE cause the 6800 ain't that good.
EDIT: I think that's under 900 pounds for each of them, so as credit cards can be used in any currency, you could buy them i think. All of those configs WILL run on high unless yyou messed something up like OCed it or forgot to install drivers for the BYO systems.
