Yeah, they always jump on something like that.

The reason why I suspected spyware is because I ran into a few machines that were AMD and had their drivers affected by it. You could try installing the drivers again and see if it is resolved.

I dont think its your power supply because you would be having problems in game, which you are not.

I think Vreki has the right idea and if you could do a clean install on another drive to test, that would show you if its hardware or not.

Before throwing parts at something, its always best to clean up the software first. Yes, it could be a power supply or a video card, but your software is suspect.

If software is the problem then shouldn't my constant habit of deleting the old driver. Restart. Install new driver. Restart. fix the problem?

Windows, especially XP, has a habit of accumulating crud over time. Uninstalling does not necessarily mean completely removal.
On Win 7 you could try a restore point, on XP I would suggest a driver cleanup tool
Unfortunately I cant remember what I normally use right now, Driver Sweeper seems to be discontinued.

Other suggestions:
*Get some canned air and blow your card (and the rest of the computer) through. Even though the fan is spinning, dust-bunnies may be hindering the air circulation.
*Install GPU-Z and watch the temperature of the card. http://www.techpowerup.com/gpuz/
*If possible, borrow a similar card and try it out.

If youve already talked yourself into it being a hardware problem, then go ahead and live with it. There are more issues to look at, as Vreki pointed out, than drivers when it comes to software. Its simply easier to say its a hardware problem. In fact, I think it is as well and I can sell you one of my older cards cheap.

Update: As of right now, I don't believe I've had the problem occur. I think that the combination of cleaning out the dust and removing trojans really helped me out. Thanks alot guys.
