That'll be down to speedstep and E1ST which automatically enabled on all Intel motherboards/CPU's.

Unless you turn it off, the BIOS will downclock the CPU.

It's an AMD processor and motherboard. With the power settings on "Performance", my CPU stays at 3.1ghz at all times.

Weird, the AMD equivalent is called Cool'n'Quiet IIRC?

Yup, and I have that enabled. I guess it only activates if Windows' power settings are set to balanced?

Perhaps. I didn't know whether there was a link between the Windows power settings and BIOS.

Well, however it works, it's not a big deal. I've decided to change the setting to "performance" now, like I did it Vista.

The only reason to turn it off would be if you're doing some high end OC'ing.

I disable CnQ and use Phenom Tweak Utility to manually set CPU P-state.

Dynamic tweaking FTW.

I hope that I can manually stack processes to distinctive cores and overclock/overvolt cores that run games or heavy processes, while underclock/undervolt the ones that run idle processes.

It would be better if OS and CPUs are smart enough to do it for me, instead of circulating processes through cores at different P-state.
