It's supposed to cache that much memory. That's Windows Vista's superfetch service. It caches stuff in your free memory, since your memory is much faster than I/O. If you need memory that's currently cached, it will release that memory and dump some of the cached data back onto I/O.
I have FF up now with 16 tabs and it's using almost 500MB of memory. Granted, it's been open for almost 2 days. It's a memory leak and it's been known about for a while. When I first start it up (with about 10 tabs or so), it starts at ~110MB of memory.
