Windows in the task bar

Whenever I've got a game or other full-screen program up and I minimize it, all the windows in the taskbar get rearranged. This only started happening recently and I find it pretty annoying. I can't even rearrange them back manually (which, imo, is a feature that has needed to be included for a looooooong time now). Is there any way to fix this?

Only for a few months, then it costs money, and he'd have to switch back to Windows Vista.
