The ram doesn't have a heatsink on it because it doesn't need a heatsink. The ICs on ram sticks don't get very hot, so a simple heat spreader will suffice. Not to mention, that specific RAM is low voltage. Most of the ram with big heatsinks run at voltages of 1.9v or higher, some sticks even running at 2.2v, while the ram sticks in question run at a voltage of 1.65v.
Ram sticks with big heatsinks and heatpipes, or even fans are well, I hate to say it, a gimmick targeted towards gamers, because they think because they're 'gaming', they need a crapton of fans. If they're willing to waste their money putting 7 case fans in their tower, they're probably willing to waste their money buying an expensive and completely unnecessary ram cooler as well.
