Yes, it's possible.
PCI-Express is a collection of serial ports, not parallel ports. It means that data can be transmitted via all lanes in any order as long as the driver and firmware know what is going on. PCI-E x1 cards on PCI-E x4 or x16 slot will only use one lane. Because the driver and firmware knows the card uses only one lane, the stuff can function without much problem.
In theory, that should work. In practice, well, it depends.

yes, you can insert any pci-express card into any pci-express x slot as long as the card's size (the x1, x4, x8, x16 etc) is the same or smaller than the slot.
So a x16 slot, will cater for a x16 card and below (so yes, you can put a x1 card into it)
And obvious you can't put a x16 card into a x1 slot (won't fit).

hmm yeah that brings up a good point also on some of these cards the pins that are sticking out sometimes there are areas that dont have gold plate pins on it and you can just chop that part off if you were really inclined to do it
