whats the point of 2 encoding phases instead of 1?

    whats the point of 2 encoding phases instead of 1?

    with this adobe premier program when your exporting the video it gives the option for 2 encoding phases instead of 1 essentially making the export take twice as long as it would. is the video going to look like dog crap with one compared to the other? i dont get it
