Personally i wudnt bother with a graphics card at all. Id go for the 780G chipset and use the onboard GFX as HTPCs where what it was designed for. No you cant really game with it but if its not essencial to have it as a gaming rig right now, you can always stick a card into the PCI-E slot down the line. Doing this would open up budget for a faster CPU/better cooler/better ram/bigger hard drive etc. The one i used in the example below also offers hybridpower thingy to save you some cash on electricity if you did add in another GPU.
Why is a SFF case a fire hazard waiting to happen? i dont believe a word of that i have built loads of pcs and yeah i have seen componants frazzle but its never had anything to do with the size of the case its just bad luck in getting the poorer componants off the production line. Id say buying a $20 PSU is more of a fire hazard than anything else. Remember this is going to have regular use and store music, videos films etc... if the psu blows and takes other componants with it there will be tears.
Silverstone and Antec build some SFF HTPC orientated cases with superb airflow and they fit in nicely with a livingroom enviroment.
