Ok this is ripped straight from the VR zone forums, as i see no need to re-write this myself when the existing guide is perfectly good
I myself run the fan at 30% and it cut the idle tempretures down by 35c

There are also hard methods such as flashing BIOS on the internet but do this at your own risk as people are bricking cards when messing with the BIOS

Fan Soft Tweak for ATi Radeon 4800 series (4850/4870)
I believe nobody shared this tweak in this forum yet but Radeon 4800 series owners will realise that their GPU temp at idle might be high.
It is because the fan is running at lower speeds. There is a tweak though to ramp up the speed (to ur desired setting). but bear in mind, u will compromise the silence when running at high fan speeds (trust me, @ 100% the 4870 is like a jet taking off ..remember geforce 5800? )

The key to this problem is to adjust a XML File.
1. Make sure your explorer settings allows viewing of hidden files
2. Turn on Overdrive.
3. Go to Catalyst Control Center, Click on Profile Manager and create a new profile. Activate and Close
4. Look for this file under this directory
Windows Vista
"C:\Users\<your username>\AppData\Local\ATI\ACE\ooga.xml.
Windows XP
C:\Documents and Settings\<your username>\Local Settings\Application Data\ATI\ACE\
the xml file will have the same name as the catalyst profile you saved. right click and hit edit. Make sure you tick View Hidden Files and Folders in ur windows explorer settings.
Alternately, if u cant find the file. (i do expereince this problem even after creating profile and yet cant find it)...juz use windows search. tick search hidden files under advanced options.
search for *.XML to list all the XML files. look for the file and right click and hit Edit.

u can always create 2 profiles. one with high spd, one with low spd.
create a shortcut to the profile on the desktop. u can activate it whenever u want

For CrossFire users, this will affect one card only. To make the setting to apply for 2 cards, u have to adjust one more setting, which is the same paragraph but found further down in the xml file.
remember to enable CrossFire before saving the profile.
After applying the changes in the XML file, remember to activate the profile to apply the changes

couldn't get this to work with my 3870
