    Format when upgrading

Just a quick question, this Friday the rest of my parts (Case, Processor and DVI cable).

To be fair the only things that will remain my new build will be peripherals, Optical Drives and my HDD. I formatted(XP 32bit) about 2 months ago so: Is it necessary to format my computer or just advisable when I'm upgrading?

Advisable. I've done both and both are ok choices. Just before you swap out the old stuff remove the motherboard specific drivers, sound card drivers, video etc. and run e.g. ccleaner to clean up the registers.
