Well this is on behalf of my friend and me really, this is not my pc its my friends.
The problem is one time when we were using a tone port (audio recording system) box that goes through the USB it randomly came up with USB power surge... so far we have attempted the obvious, restarts switching usb's around and so on. We have only found ways to stop the small icon flashing but not a direct fix.
