Every image should be ALT tagged so that users with screen readers or text only browsers can access a site. That's one of the rules set out in the WCAG developed by web accessibility initiative.

W3C validation requires you to meet some of the WCAG guidelines.

I know the reasoning but it's just annoying having to add alt tags to every single image, especially since I have a fancy for using transparent .png images as dividers. :p
