BF2 Sucks for ME!! Need Advice!!

It doesn't make any sense to me. Bf2 runs horribly on my rig. I get on average about 20 fps...usually around 15 though when I play. The strange thing is that the fps stays exactly the same no matter what the graphics. I can run it at 1024x with med/high settings or 800x600 on low and get the exact fps. I gave up playing it cause it is brutal to watch. The FPS deff goes below 15 fps too, but the game locks it as 15 being the lowest. It has to be my processor. COD2 works amazingly and half life works really well too! Any Advice????? My specs are below:

2.4 GHz Celeron-
6800ultra OC AGP
2 GB Samsung DDR Ram
MoBo- Shuttle AVB something- supports533ghz processors socket 478, 3 ddr ram slots, AGP, etc.

I turned off my firewall, all backround programs/tasks. No virsus or any of that stuff either. Is it the whole Motherboard/chipset/processor setup?? I know its not great but the game should not run this bad! Its not just online, singleplayer too!!

any advice on a decent DDR AGP mother board and processor to buy?? maybe something on ebay or newegg?

socket 478 processor you cant beat the SL7CH, but thats a very expensive processor and with mobo i am running an asus p4c800 deluxe and can play everything on high good FPS

I maybe completely wrong, but is it possible that he has locked the max FPS?

I know it can be done using the renderer.lockfps 15 which affects in game, but might it be possible to lock it in the BF2 config files which would effect in permenantly?

Try, when playing, opening the console and typing in renderer.lockfps 50
See if that makes a difference

if it lags like hell showing 15fps then its not locked
if its smooth gameplay then it is

and their is a difference in specs between CoD2 & BF2
