Something is melted in my PSU

ok so today i just randomly looked at the back of the system were the psu unit is. the psu only has a fan blowing towards these other fans, it isnt against the cage, so anyway, i went to look and saw this white thingy all melted on the blue thingies on my psu. my system is working ok though, anyone know what it is lol...

Is it the glue they sometimes use in PSU's? (I think its glue?)

Thats normal, i dont know what it is for (Might be protective or to trasfer heat?)

This is a pretty old PSU, so maybe your has a lot more of it...
