What video settings will I be able to play this on?
Like Textures = high, Lighting = medium etc as an example.

Using this card,

256MB nVIDIA GeForce 6200 LE Graphics

try almost everything low, with maybe the odd setting on medium. Even less if that is the TC version of the card.

Try and get a custom built PC, go here for UK based custom built computers, or build it yaself.

Yeah, that card sucks as. Get a 7600GT, X1650XT, 6800GT or X800 series instead.

And it's very possible that the monitor is a crappy one prone to ghosting. I think it's going to be hard to find a decent gaming computer+monitor for 600 pounds. Are you willing to spend more? I could try finding some custom parts and seeing what the price comes out too...
