hi my mom has this pc and offered it to me before i bought my new one..am i better off with the one i have or should i take it back and take my mom's..also if i do decide to take it, can i swap out psu's with my tt 500 watt??

ATX is a motherboard type, or form factor (knowing this is somewhat important, because the PSU has to have an ATX power connector).

Swapping the PSU won't have that big of an impact on your performance, but it'll probablly be needed for the GPU, as that HP PSU probablly doesn't have enough wattage to power it (it may, but not totally sure).

Take the other one back, keep the one your mom bought you, and yes you should be able to put any PSU you want on it. And you already said you were going to put your VGA so your good to go. enjoy buddy.
