Now Internet Explorer is targeted by many Hackers and is filled with Viruses and Spyware that are too many to count, so these free Internet Surfing Programs will decrease the number of spyware and viruses you encounter.
Fire Fox - I personally use this, and it is the best I have seen, built in Tab buttons and also downloadable enhancements to make it even better. Also built in Pop-Up Blocker.
Opera - Like Firefox with a built in Tabs as well but also different, the download page can be viewed on one of the tabs instead of another small box.
I highly recommend Fire-Fox.
Now for spyware, there are some good spyware out here, so I will list the 3 things you will need,
Windows Defender Beta 2 - Microsoft has released the 2nd free Beta version of Windows Defender for all Windows users to use. Its an Anti-Spyware program that also helps stop pop-up adds and unwanted software. The Beta now is free so download, use, and be happy until its not free.
Spybot Search and Destroy - Possibly one of the best Anti-spyware programs out, with updates always happened every week it scans, finds, and destroys spyware. It can also immunize which helps protect spyware from coming in.
Ad-Adware - One of the more well known Anti-Spyware programs out, it is good in finding hiding spyware on your pc.
Spyware Blaster - A very unique and useful program, its pure purpose is not to find and destroy spy-ware but to stop them from even happening on your PC. Its basically a blocker for spyware.
These 3 Anti-Spyware programs are very very very good when used all together, I also recommend purchasing the Pro version of Ad-Aware for more safety in your PC.
Now viruses has always been a big deal but there are software to take em out,
AVG - Is a Free Anti-Virus protection program, it hunts, finds and kills viruses, but could be better but its good for a low-budget PC user.

Symantec - This company knows what they are doing and by far, their products are reliable in computer safety, if you got the money to spend then I highly recommend buying their products.
These programs will help your PC and make it become Fort Knox for the low-budget PC user but have more protection requires $$$.
