from the pic i see you have the same artic cooler that i have .
tip,turn ur heatsink around so the fan is pointing the other way i get great temps from this.
i use a fan also but not in the same way you have.
basacaly i have it pointing near the back of my pc but not directly at it.
more of accross the back of my pc so there is plenty of cool air for my reversed heatsink to suck in.
the way youre heatsink is set up (yes i no the intructions say put it that way)its drawing heat from youre dvd/cd rom and harddrives (which get pretty hot)
turning around made a big differnce to me.
i just took those pics 10 mins ago and i can tell you its 28/30 outside.
I'm not so sure about blowing air directly into your PC, just generates more dust. I would look at what blade.verzilli TF suggested, pointing the fan at the PC but not in it, cooling the air around it should do just as good a job.
Well, dust is nothing, clean out every month, use a can of compressed air, it's all simple, for fans, HOLD THE FAN IN PLACE (very important to do that) then spray it a couple of times with the air, for CPU heatsink, you may do the same, or just take off the fan and do it to be more thourough. GPU is same as well. Anyways, what's so bad about having 'direct air' going into your case, if you have a filter-less side panel intake fan, it's the exact same, just on a smaller scale than putting a big fan there.

lol, 28/30 is everyday on my side... jus had 32 today.
anyway, u could try a new casing with better design for ventilation. u can try putting coarse filter in front of all intake fans to remove some dust from getting inside. try playing with the air-con on, that helps too. place the case in an open area free of stuff to get more ventilation too, further away from your monitor and other stuff.
as of this morning its 28c in my room, after i play bf2 and leave the comp on all day its about 30 in my roomwith this heat. If i had my window open it would be like 35 in my room lol, my comp doesnt change temps much, you should invest in a good case with big fans:) thermaltake ftw.
I think the culprit of my high temperatures is the Mainboard. There isn't much room for the GFX cards to circulate because of the X-Fi Fatal!ty sat right between them.
My problems aren't the CPU temperate, it's the GFX cards. The CPU temp rarely goes above 40 under load and it is overclocked somehwat (sat at 2420 instead of 2200). I think my next move is water cooling if a new case doesn't work.
As for the dust issue, well I clean out the inside of my PC fortnightly and I rarely get problems.
