??? I would assume you wrap it around your wrist. I've installed cards several times with all my RMA's and my X-Fi card and never used an anti-static wristband, but whatever. Just touch the metal part on the back of your computer before you touch anything inside.
As for installing a new card, it really just snaps right in. Every case is a bit different with how it's secured into there, mine uses a screw, but it's usually pretty obvious if you just look at the other cards already installed. And if it needs a 6-pin molex connector, be sure to put that in before you turn on the computer.
You rap one end of the band around your wrist, and you rap the other around the metal part of your cases frame, or anything else grounded and nostatic. The non-static building environment is very crucial, so if you can, work on your pc on a hardwood floor or table. Im not the one to talk though, because i built my whole pc while standing on carpet. ohwell. And about the graphics card:

You may or may not have an AGP video card. Your motherboard may have a built-in video adapter, or you might have a PCI video card. If you do not have an AGP video card, skip this section.
Install the video card into the AGP socket. This is always the top expansion slot near the back of the computer. AGP slots are often brown, but can also be strange colours such as fluorescent green. Check the motherboard for levers (or similar devices) that are part of the AGP slot to help hold the card in place. These must be retracted before insertion of the card. Check the motherboard's manual for information on how to use these devices (if your motherboard has one.) You might also have a PCI Express video card. You put this in the same way as the AGP video card, however the slot where it goes looks alittle different than the AGP slot. It will look like it but have an extra spot on the slot as opposed to the 2 slot parts on an AGP slot. PCI Express is 16x meaning it runs two times faster than an AGP video card.
Make sure that wrist strap is grounded to the chassis.
People are capable of building voltages that can destroy componets.
Build your computer on a hardwood table or non-carpet floor.
Do not touch the gold contacts or other componets on the board, handle by the edges.
If XP you may have to reactivate it after the installation/reboot is finished because the video card and driver is one of the things tracked in unique computers by Microsoft.
No ones actually mentioned that you do need to earth the chassis if you intend to use it as an earthing point. If it isnt earthed you are at best building up charge within the case.
The chassis earths via the psu and the psu earths via the....... actually.... one of you will managed to incinerate yourself if i tell you that...
