So if this will work on 250 watts why does it say 300 watts minimum, and will this card drain power from my other devices, like my two hard drives?
Bacause all powersupplies with the same wattage rating are not created equal. They add a a fudge factor, to account for crappy PSUs. Dell's PSU are not the worst of the worst, so it will be fine.
For the longest time on my old computer, i was using a video card that recommended a 350w psu but i had only a crappy 250, but guess what, i was still ownin it up in css and bf2. Im guessing they put the high recommendations just to be safe.

It should slide right past your ram. It will be close; I had to take out the GPU to install some more memory, but it will be fine. If you want to be sure, just take a ruler or any straight object and run it along the AGP slot to see how it lines up with the memory.
