IP Address is restricted!

Has anyone encountered this problem? I started my EA downloader, and click to download patch 1.3. An error popped up and said my IP is within restricted range. I have changed my ISP recently, is that the reason? Please help me!

I got that message too - I have not changed anything since the last patch. I just downloaded from a different site. But if anyone has an answer it might come in handy for 1.31!
