How many people are on the server you're playing in?
Does the fps stay exactly at 30, or have you seen 25 and 35?

60 doesn't seem TOO hot, no...is that idle or under load? If you're not getting lockups, you should be fine.

My AMD is OC'd about 25% with stock cooling and hits around 40-45C under heavy load.

            60 c underload and idle 44 c

When i load up bf2 and just in browser menu though its at 60 c and when im in aserver in bf2 its at 60c. Also when i just log into bf2 and not playing it shows that the cpu utilization is at like 70 % and i don't have any spyware or anything, plus just reformatted about three days ago.

EDIT: getting about same fps in all games so far.

Counter0strike Source, guildwars, and call of duty 2 demo.

I will get like 60 fps all high in those and then when i get near people in game or buildings it drops to 35 fps and it's not just bf2.

Is my p4 3.0 GHz bottlenecking with my 7900 nvidia??

One very important part which you haven't posted any info about is the motherboard. Is dual channel active for the memory? What memory timings are you running? What chipset is on the mobo? Have you downloaded the latest chipset drivers from Intel? The P4 is not the best CPU but it should not be running that bad. It could be throttling back to lower speeds if it gets to hot but if you have 60c under load that can't be the case. 450W PSU should be enough for the 7900.

Well, hopefully Homie will update the thread on his progress...

What brand is your 7900GT? Is it eVGA?
