Just in those parts? Is he overclocking? Does he have PSU?

I would get something like this:
Opteron 165
DFI Crossfire xpress 3200
G.SKILL 2gb Samsung UCCC
any decent case, a good 500+ watt PSU if he wants crossfire someday and a bunch of fans

Thats assuming he doesnt really have a price limit but considering he wants to spend atleast 1300 something like that is in his price range.

That looks pretty good. I would drop the X2 for an opteron though, its not too much more money and it has a rock solid overclocking reputation. Most of the 165s seem to reach FX-60 speeds with ease.
