I would have to agree with everyone else here, turning it on is generaly a good idea.

Youll know is it worked because you will here the POST bleeb, if you dont here that bleeb then you did something wrong.

if its posts and seems to be working ok, boot your Operating system install cd, (or boot a win98 floppy and run fdisk) and format your hard drive.
then install your operating system and then update your drivers (mobo, system, etc.)
