Relax people, I'm not about to fill the next paragraph with information about a new mod as such. I'm going to let you know about PIG Mod otherwise known as the "Professional Internet Gamers" Mod. This is just an add-in for the Admin Mod, which could be quite useful for Internet games.
The Mod allows server admins to hand control of the server over to the players, but without any kind of rcon password. It gives all of the admin options to the players by simply using the time proven voting system. It looks like a great idea, so server admins, if you are reading this go get it here.
