Balance was an important aspect of anything that dealt with playing with other people - it was a basic rule of fairness. Your opponent should not have any more advantage then you do.
Whether or not it was intentional, Counter-Strike was the first game to truly challenge the notion of keeping gameplay balanced - and became far more successful with that formula than anyone could have expected.
