SloMo has posted instructions on how to play vs 16 bots.. Here's the jist:

Create a bots.cfg with the following in it:
bind "key" "rcon removebot"
bind "key" "rcon addbot 100"
bind "key" "killem"
alias "killem" "kick # 3; kick # 5; kick # 7; kick # 9; kick # 11; kick # 13; kick # 15; kick # 17; kick # 19; kick # 21; kick # 23; kick # 25; kick # 27; kick # 29; kick #31"
Now that you have all the necessary tools and stuff, here's how you do it in game:
1. Launch a counter-strike lan game.
2. Here are the console changes needed:
mp_autoteambalance 0
mp_timelimit 0
exec bots.cfg
3. Use whatever key you have bound to "rcon addbot 100" and add bots. You'll notice that all odd numbered bots go to the other team, this is because they get added to the odd man team then alternate. So the scripting is actually pretty easy, you just kick all the odd players leaving only you against however many bots.
