The server has refused the connection?

I tried to log on a few minutes ago and it said, the server has refused the connection. What does this mean. It sounds like I got banned, but I never did anything wrong. Whats wrong.

What. All it said was, "the server has refused the connection." Im not sure what it means. Mabye the servers are down or something.
