You have to have all basic badges before you hit 20.000

HOWEVER this is not the same for the star ranks. you DO NOT need to get all the badge requirements for the 1 star rank before getting 180,000 points. This is a myth.

You do need the requirements. There are hundreds of Colonels over 200k points. I think that proves the "myth" as an actual fact.

What he might mean is that, unlike First Sgt., if you get the awards after you get the points then you will get the rank. For First Sgt. and Sgt. Major, if you don't have the awards first you can never get the rank (you get the alternates Master Sgt. and Master Gunnery Sgt. instead).
