It doesn't matter anymore. If he hacked, he's learned his lesson, he's banned. If it was his brother, he's learned that he needs to either beat them or protect his account better!

The GUID that is banned was last used on 2008/06/18 17:20:28, but the player does have a few other GUIDs

Can you expound on why the above is definitive proof that he's still employing hacks?

He has many GUID's. And that fact means that this isn't the first time hes been banned by PB. I always give first time cheaters benefit of the doubt and say that if you get banned and learn your lesson, that's great. But the scumheads that want to continually hack, get banned, buy a new key, hack, get banned, and so on... That pisses me off. And they will get no sympathy from me.

Notice i didnt say which games and how many GUIDs for each. I wont say total numbers but he doesnt have as many as you suspect.
